Job Summary

The Project Development Manager – Hydropower is responsible for identifying, evaluating, and initiating new hydropower project opportunities for Prime Infrastructure. The role focuses heavily on pre-development activities, including site identification, hydrological assessments, feasibility studies, early-stage permitting, and stakeholder engagement. This role ensures that hydropower opportunities are technically feasible, commercially viable, environmentally sound, and aligned with Prime Infra’s strategic goals.

Key Responsibilities

Opportunity Identification & Screening

  • Identify and assess new hydropower project opportunities, including run-of-river, pumped storage, and reservoir-based developments.

  • Conduct site reconnaissance, hydrological potential screening, and initial energy yield estimates.

  • Perform market and regulatory analyses relevant to the hydropower sector.

  • Evaluate project risks, commercial viability, and alignment with Prime Infra’s project pipeline.

Pre-Development & Feasibility Studies

  • Lead and manage pre-feasibility and feasibility studies for potential hydropower sites.

  • Coordinate hydrological data collection, flow measurements, and resource validation with technical experts.

  • Work closely with engineering teams to develop conceptual layouts, preliminary designs, and generation forecasts.

  • Conduct financial screening with preliminary models and partner with Finance for detailed assessment.

  • Oversee environmental, social, and regulatory due diligence, including initial ESIA scoping.

Stakeholder Management

  • Engage with government agencies such as DOE, DENR, NWRB, LGUs, NCIP, and other regulatory bodies relevant to hydropower projects.

  • Build relationships with landowners, local communities, and indigenous peoples (IPs) as required.

  • Coordinate with internal teams—Engineering, Legal, Regulatory, EHS—for early-stage project requirements and clearances.

  • Lead early discussions with technology providers, consultants, and potential EPC/O&M partners.

Project Planning & Handover

  • Develop pre-development timelines, milestones, budgets, and resource plans for hydropower projects.

  • Prepare project concept papers, risk assessments, and investment proposals for management and investment committees.

  • Ensure smooth and complete turnover of approved hydropower projects to full development, engineering, or EPC teams.

Documentation & Reporting

  • Maintain comprehensive documentation of site studies, technical assessments, stakeholder engagements, and feasibility results.

  • Prepare regular updates, dashboards, and presentations for senior management on project status and pipeline progress.

  • Ensure all hydropower pre-development activities comply with internal standards and regulatory timelines.

Qualifications

  • Bachelor’s degree in Engineering (Civil, Mechanical, Electrical), Renewable Energy, Environmental Science, Economics, or related field.

  • At least 10 years of relevant experience in project development—preferably within hydropower or large-scale renewable energy projects.

  • Strong understanding of hydrology, river systems, water resource management, and hydropower engineering fundamentals.

  • Demonstrated experience conducting feasibility studies (technical, commercial, environmental).

  • Familiarity with regulatory frameworks involving DOE, DENR, NWRB, NCIP, and LGU permitting.

  • Strong analytical, research, and financial modeling capabilities
