JOB OVERVIEW 

The Compliance and Permits Supervisor is responsible for overseeing the organization’s adherence to regulatory requirements and managing the permitting process for multiple projects. The role involves leading the preparation, submission, and tracking of permits, ensuring that the organization is in full compliance with all relevant laws and standards. The Supervisor is also responsible for building and maintaining relationships with regulatory agencies and stakeholders, as well as mentoring a team to support seamless operations. 

THE ROLE 

  • Regulatory Compliance 

    • Lead the organization’s efforts in complying with regulatory frameworks, ensuring all projects and operations meet applicable laws, standards, and regulations. 
    • Monitor changes in regulatory requirements and assess their impact on ongoing and upcoming projects. 
    • Provide guidance to internal teams regarding regulatory compliance and ensure the proper implementation of compliance policies. 
  • Permitting Management 

    • Supervise the preparation, submission, and approval process of permits across all projects in Pre-Development, Development, and Execution phases. 
    • Ensure timely acquisition of all necessary permits and licenses from regulatory bodies including DENR, NCIP, MWSS, NWRB, DPWH, LGUs, and others. 
    • Maintain a comprehensive and up-to-date database of all permits and licenses, ensuring compliance with renewal timelines and reporting. 
    • Troubleshoot and resolve issues related to permit delays or regulatory obstacles, liaising with the appropriate authorities to keep projects on track. 
  • Policy Implementation and Compliance Audits 

    • Oversee the development and implementation of company compliance and permitting policies. 
    • Manage internal audits and prepare for external audits by regulatory bodies, ensuring all required documentation is up to date and in order. 
    • Review contracts and agreements to ensure compliance with relevant regulations and oversee the processing of associated payments. 
  • Reporting and Documentation 

    • Prepare and present regular reports to senior management on the status of permits, compliance risks, and corrective action plans. 
    • Ensure all records related to compliance and permits are accurately maintained and readily available for audits or inspections. 
  • Collaboration and Communications 

    • Act as the primary liaison between the organization and external regulatory agencies (DENR, NCIP, MWSS, etc.), ensuring effective communication and relationship management. 
    • Coordinate with project managers, legal teams, and other internal departments to ensure the successful integration of permit requirements into project timelines. 
    • Lead, mentor, and develop a team of compliance and permits officers, ensuring high performance and effective collaboration. 
    • Provide training and guidance on regulatory requirements and compliance best practices to both the compliance team and other departments. 
  • PCO DUTIES (DAO 2014-02) 

    • Oversee compliance with environmental laws and ensure that necessary environmental permits are in place (e.g., RA 6969, RA 8749, RA 9003, etc.). 
    • Work with teams to implement Environmental Management Plans (EMPs) and mitigate the environmental impacts of project activities. 

THE INDIVIDUAL  

  • Bachelor’s degree holder in Engineering, Environmental Science, Law, or a related field. 
  • At least 5-7 years of experience in regulatory compliance and permitting within the water infrastructure, construction, or power industry. 
  • Proven track record of successfully obtaining permits and managing relationships with regulatory agencies like DENR, NCIP, MWSS, NWRB, and LGUs. 
  • Amenable to work in either of the following sites:  
    • Rodriguez, Rizal 
    • Pakil, Laguna 
  • Leadership Skills: 
    • Experience leading a team, with strong mentorship and performance management capabilities. 
    • Strategic thinking and decision-making abilities. 
  • Key Competencies: 
    • Excellent understanding of regulatory compliance and permitting processes 
    • Strong stakeholder and relationship management skills 
    • Effective communication in both English and Filipino 
    • Advanced organizational and project management skills 
    • Proficiency in handling compliance audits and reporting.
