JOB OVERVIEW
Manages cost capture and alignment to cost codes per the established project controls management plans and processes. Confirms the budgeted cost of work scheduled by suppliers and ensure planned value baselines are changed with governance approvals. Validates the budgeted cost of work performed by suppliers, comment on key cost and schedule variances and provide, highlighting concerns.

THE INDIVIDUAL
Manages cost capture and alignment to cost codes per the established project controls management plans and processes. Confirms the budgeted cost of work scheduled by suppliers and ensure planned value baselines are changed with governance approvals. Validates the budgeted cost of work performed by suppliers, comment on key cost and schedule variances and provide, highlighting concerns.
THE ROLE
- Conducts feasibility studies, advising on procurement strategies and contract selection, writing and undertaking procurement reports.
- Applies the value management techniques at the outset of a project.
- Manages, estimating and cost planning activities to include taking ownership of and presenting the final cost plan.
- Advises on administration of the terms of the building contract.
- Measures and provides valuations of the work carried out and adjust variations in accordance with the terms of the contract and agree with the contractor.
- Provides cost control and performance reporting i.e. Earned Value Analysis for cost performance to baseline and forecasting.
- Identifies all costs associated with EPC changes, contract awards, construction activities and client changes.
- Participates in the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors/suppliers.
- Advises on the issue of certificates of practical completion and ensure that final accounts are negotiated and agreed.
- Advises on issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
- Delivers improvements in systems and processes, driving transformational change.
- Provides informal mentoring/training to junior members of the team. Seeks opportunities for continuous improvements/improving working processes. Develops effective working relationships with both internal and external stakeholders.
THE INDIVIDUAL
- Proven experience in cost consultancy and cost performance analysis and reporting.
- Cost planning, budgeting and estimating experience.
- Sound understanding of costs and timescales of work undertaken and implications of risk of failure to deliver.
- Understanding different types of contracts including the method of measurement.
- Negotiation skills, Analytical skills, and Digitally Competent
- Proven experience in areas such as risk management and change control management.
- Detailed knowledge of various forms of contract.
- Capex & Opex Cost analysis/ advice.
- Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction
- Must be amenable to be assigned in any of the following work locations: Rizal or Laguna
