JOB OVERVIEW
The Supply Chain Management (SCM) Specialist ensures timely and efficient procurement and logistics for EPC projects by analyzing procurement plans, validating contractor reports, managing customs and duty-free incentives, and supporting local sourcing. The role includes tracking critical items, mitigating supply risks, coordinating with insurance brokers, and serving as the main SCM contact for WAWA and PAKIL sites, while delivering regular procurement progress reports.

The Supply Chain Management (SCM) Specialist ensures timely and efficient procurement and logistics for EPC projects by analyzing procurement plans, validating contractor reports, managing customs and duty-free incentives, and supporting local sourcing. The role includes tracking critical items, mitigating supply risks, coordinating with insurance brokers, and serving as the main SCM contact for WAWA and PAKIL sites, while delivering regular procurement progress reports.
THE ROLE
- Analyze the end-to-end EPC procurement plan to assess completeness, alignment with project timelines and critical path activities, accuracy of volumes and quantities, lead times to order, and inventory levels.
- Review and validate Procurement Monitoring Contractor (PMC) reports, cross-checking with photos and third-party reporting, monitoring production efficiencies, conducting regular on-site checks, and attending PMC site inspections.
- Identify and highlight procurement risks, propose mitigation actions for delayed items, and provide support to EPC through local contacts and resources when needed.
- Prepare and present weekly and monthly procurement reports, tracking the progress of critical long-lead items across planning, purchasing, manufacturing, testing, shipping, port release, storage, warranties, and payment milestones.
- Highlight leading indicators that may affect delivery or supply performance against the project plan and recommend corrective actions.
- Manage customs and duty-free incentive paperwork to ensure accurate entitlement claims and compliance with import requirements.
- Oversee coordination with insurance brokers to ensure shipment inspections are carried out effectively.
- Support local sourcing efforts for non-EPC items to ensure timely delivery and cost-effectiveness.
- Serve as the primary SCM point of contact for OVWPI and API, ensuring clear communication and alignment across stakeholders.
THE INDIVIDUAL
- Bachelor’s Degree in Mechanical Engineering (ME) or Electrical Engineering (EE)
- Amenable to work in any of the site locations:
- Rodriguez, Rizal
- Pakil, Laguna
- Minimum of five (5) years of experience in Procurement, Supply Chain, or Logistics
- Experience in the construction industry is an advantage
- Strong understanding of end-to-end procurement processes
- Knowledge of importation procedures and Incoterms
- Familiarity with Quality Assurance and Material Testing processes, particularly in the manufacture of industrial materials
